The Village That Frank Built

Location
CFC International GK Village is located along Zodiac St., in Remarville Subd., Brgy. Bagbag, Novaliches, Quezon City.


I'm hoping this will be the start of the online mapping of all GK sites across the globe. It took me about 30 minutes to pinpoint using visual references on WikiMapia and Mapcentral.ph

Hello brethren. The Int'l GK Village is a go. It will be located in Remarville in Quezon City. The total lot area is 4,904 sqm. and we will build 132 houses. This village is for CFC members including about 10 of our own employees. We will build row housing, with each house having two floors of 18 sqm each or a total of 36 sqm. So it is larger than the normal 20 sqm house. The beneficiaries have already been identified and are currently undergoing values formation. The Kapitbahayan is already in place. Some site development work is already ongoing, but formal groundbreaking will be on Feb 4.

For the houses in this village, our material cost will be about 75,000 pesos. At a peso-dollar exchange of 52.65, that would be about US$1,425. You of course know that there are many more costs involved aside from just the raw materials. These will be covered by local padugo. You also know that our sponsorship cost for the 20 sqm house, starting 2006, was already raised from $1,000 to $1,200. I am asking for a sponsorship amount of US$1,300 for the Int'l GK Village. For this particular project, there will be no retention, either by Ancop abroad or by GK locally. The full $1,300 will be given to the GK site.

Our target is one country, one home. Please let me know if CFC in your country is going to sponsor a home. The money may be remitted as soon as you are able to raise it. The amount should not come from what has been raised by Ancop or by CFC from partners and contributors. It should come from our members. You should have a special drive to raise the amount, and hopefully in the process get our members (in those countries that are not yet that involved in Ancop or GK) to be more cognizant and appreciative of our work in GK.

You are invited to the Int'l GK Build and hopefully dedication on June 18. We will all go to the site and have our brethren from all over the world participate in building and finishing this village.

The privilege of those countries that opt not to sponsor a home will be given to the other countries until we fill up the sponsorship of all 132 homes. I will be waiting to hear from you.

Let me vehemently disagree with this post's title. Even if I'm not from Luzon, I believe it is not proper to consider the International CFC GK Village as having been built by the current anti-thesis of Couples For Christ who has removed the basic teaching of Jesus Christ in the so-called Christian Life Seminar of his breakaway group.

I think CFC needs to credit the International GK Village in favor of Frank Padilla like it needs a hole in the head.

CD, you may have to reverse your firing position to avoid a bulls-eye. But then...

OK, for the sake of discussion, let's say it all started with the idea of Frank to build a particular GK village when he was still CFC...

Our chapter had a series of meetings prior to the split.

FFL was marketed then by our leader and cluster head to all unit head and household heads in our chapter. "Pag naiwan ka - GK ka, dito evangelization kami." This is one of their marketing ploy.

There was even a story of how money in GK could have been diverted.

So now the FP is also doing their own version of GK, we should warn all partners because funds may be diverted to FP's village. They are very good in distorting facts and false adverstisements.

We should also ask our brethren in FFL who transferred there because they shun GK that they should watch and audit their partners and their own volunteers because some royalties may be diverted to their leaders.

And our brethren in FFL should think about this:
1. What's the difference now that they are also embracing GK? That's why they left in the first place.
2. Who's restoring the charism of who?
3. Haven't they realize these lies yet?

CD, are there any other GK sites experiencing the same situation as GK International Village?

Could we have from GK National - attention Bro Luis Oquinena - the actual number of villages now operating under the program of GK that are free from this type of harassment?

I think we need to impress upon those who are not from CFC nor those donors who work closely with caretaker teams that the incidence of disunity in GK Remarville is an exemption, AND THEREFORE IT SHOULD NOT DISCOURAGE THEM.

Also may I be informed well (perhaps along with many others) that the houses that were supposed to be built last Saturday, (July 19)were supposed to be for the full time staff workers of CFC Office at Ortigas? Is that correct?

If the FFL guy who organized that this particular build be stopped claims of his membership in FFL, therefor we could presume that he is a charitable Christian who loves his neighbors, what then motivated him to stop the build activity?

What are the leaders of FFL saying about this?

Are they condoning the stoppage of the build? Why?

Where is Pancho Lopez Tan or better still where is the heart of Pancho Lopez Tan or his co-leaders in FFL?

Remarville update!!!!

last saturday, one cfc member harass by 3 ffl (officers of homeowners) ask him if he his global ba daw o ffl kasi kong global daw hindi siya pinapayagan gumawa ng bahay nya utos daw ni Jun J., kasi his about to make hagdan para sa bahay nya para malipatan so what they did pinahold nila ang paggawa kasi hintayin daw instruction ni bro. JUn j. but yesterday pumayag narin si Brod Jun Junia na ituloy ang paggawa ng hagdan nya...and also yesterday Ricky Santos of Home Office benefeciary got his letter of delisting and they said 8 beneficiaries pa daw ang bibigyan ng delisting letter to be finalized next week...ilang mahihirap pa kaya ang matatanggal sa lugar na yun? ilang cfc pa kaya ang papahirapan nila? dahil daw sa nangyari last sunday they will delist all the promotor daw ng gulo...They ask for a prayer again brothers and sisters in christ...

CD, even if I have publicly disagreed with crediting Frank for building the CFC Int'l GK Village, let us also complement you for the reconstruction in coloured print, of the actual location (using GIS links) as welll as the documentation of the various works of CFC volunteers. SALAMAT, KAPATID!

You have kept ALIVE our special interest on the brewing "scandal" created by FFL's holding on to the CFC International Village as a model of GK, which FAP not only strongly rejected but skillfully bashed in order to spite his long-time comrades in the Executive Council last year.

This view of mine now only deals with the unpleasantries" among once-upon-a-time-brothers-in-work', which is incomparable to the severe psychological, emotional, and moral damages FP's abandonment, and now insistence - through FFL - of exclusively dispensing with the GK shelter assets, have brought upon the beneficiaries and men having goodwill towards the GK work, especially in the area.

Yes, Brother, let's get down to the bottom of this.

Better late than never...

Let me get this straight for myself, and I am sorry if I have not taken an early train ride with the rest (my source of info on this are the blogs posted here):

GK Remarville or CFC International GK Village was built as a GK shelter project upon the initiative of the CFC Director Frank Padilla. Interestingly, when Frank Padilla asserted that GK was "driving CFC nuts" as its thrusts "veered away" from the Catholic mission and vision of CFC (so they say because actually Padilla moved out of CFC when he was defeated in an election after voluntarily giving up the highest position he held for the longest period in CFC), his faithful followers did not abandon but instead held on to the “GK Remarville International Village”.

While some bishops openly supported Frank's formation of the breakaway FFL and his argument that GK being more of a social action than evangelization was best attached to the social work of the Church - Mr. Pancho Tan and a certain JunJ kept the legal documents of the GK project and harassed the GK beneficiaries with threats of expulsion from the housing project if they did not follow the new FFL way of Frank Padilla. Since most of the prime movers of GK Remarville turned FFL followers, CFC left the GK management to the former 'brother-collaborators', who started delisting GK member-beneficiaries depending on their support, or lack of it, of FFL.

Thus has GK Remarville evolved and perceived as "owned" or "controlled" by FAP and FFL who converted it, 'lock, stock, and barrel' as a GK Village into what it calls 'Restoration Village'. (TALK ABOUT SWAPANG AND BAGAG NAWONG HERE, HUMAN NILA INSULTOHA ANG MGA TAGA CFC UG USAB ANG MGA SENSIBILITIES OF ALL GOOD MEN, INCLUDING THE HIERARCY - Talk here about selfishness and pachyderms after they’ve insulted the CFC followers and hurt the the sensibilities of all good men, including the hierarchy).

Meantime, some of the organic CFC staff who have remained faithful to the IC were the original beneficiaries of shelter program at GK Remarville. About a week or two ago, a build project was organized by CFC to construct / finish their housing units. This build project at the FFL-claimed GK site was thought by the CFC project coordinators / Chapter leaders as a means of showing to one and all the prevalent good will and amiable relationship obtaining down the line in spite of the “bickering” of leaders. Unfortunately, this was stopped at its track by JunJ who was also reported to have threatened that blood would spill if the CFC Team insisted on their plan to build or finish some houses. When the project was about to start, a good number of volunteer workers were already prepared with the necessary materials as they planned to swoop down the area to finish in a day the construction work.

Meantime, too, FFL’s purgation of Remarville's GK housing beneficiaries who are sympathetic to the original CFC goes on. This cleansing process will enable Mr. Pancho Tan and Mr. JunJ to present to Frank Padilla FFL’s own model of GK without hitches, a work-with-the-poor, GK project which they have separately dubbed as RESTORATION VILLAGE.

I must confess, when I heard that FFL was going to carry on its own work with the poor, in the guise of Restoration Villages, I wondered where they were going to start creating such villages, where they would get their resources, who among their leadership would take charge of building such villages, etc.

I certainly didn't expect their concept of spiritual restoration villages would be built on the concept of stealing villages from Gawad Kalinga.

The irony in trumpeting for spiritual restoration while using intimidation, and blackmail as tactics, is STAGGERING.

They're not building a ministry for the poor, they're trying to take over another's existing ministry.

I am just awed by the photos. It is just amazing how we can achieve something noble and heroic by helping one another and working together as a team of volunteers for the common good. It is just unfortunate that selfish interests and distorted values come into play betraying our common desire and united spirit to ease the suffering of our poor brethren. It is with so much sadness to hear that this heroic and Christian work has been the very source of conflict among brethren whose genuine love for the poor has been blinded by confusion & deception just to promote selfish agenda and to regain lost ground or power.

May GOD enlighten those who choose to destroy rather than to build, those who sow lies rather than spread the truth, create confusion rather than clarity of intentions and promote self-centeredness rather than unconditional love.

Remarville...

Viewing Remarville both from the standpoints of project accountability and from an auditor's point of view, the following points should be made clear.

1. The houses were built using money from CFC units in different countries. Each country sponsored a house. GK is therefore accountable to those countries. Each contributing country has the right to demand an accounting and the right to expect that their money was used for the intended purpose.

2. The GK International Village Project team is accountable to all the project stakeholders. This is because it carries the responsibility of making the project a reality. In short, the project team is responsible, and hence accountable, for fulfilling the expectations of all the stakeholders. The team is thus accountable to the GK board (for delivering the GK International Village on time and on budget), the beneficiaries (for delivering the promised houses), to CFC (for using the money as intended and for upholding CFC's values and reputation), to the GK workers (for ensuring that their labors are not in vain), to the GK supporters (for keeping true and strengthening the spirit of GK and CFC), to the partners (partner companies would not want to be associated with projects that fail as it indirectly reflects on them) and to the contributing countries (they provided the funds).

3. This accountability does not end until the stakeholder releases the project team from its responsibility. Many of these accountabilities end when the project ends but a few do not. GK, for example, commits to the sustainability of the village. This accountability obviously does not end when the houses are built but continues even many years after the last house has been turned over. The contributing country has the right to expect that their money was used to create sustainability as well.

4. The Remarville project is not yet finished. Some houses were not yet done. Thus, no one has yet been released from any accountabilities.

What happens when a project is taken over by another project team before accountabilities have been released?

The stakeholders should release the old project team and formally authorize the new project team before any take over can occur. Without the approval of the major stakeholders, no takeover can take place. The project team does not own the project. From a fiscal standpoint, it is the fund givers that do. Only when the consent of the contributing countries have been given can FFL take over Remarville.

A proper project accounting must be done to release the old project team from any financial accountability and to make sure that the new project team knows what financial accountability accrue to them.

Because FFL does not belong to CFC, it must reimburse GK for all the investments plus a premium for added value to extinguish any stake GK and CFC may have on the project. This is required because the responsibility would migrate across organizational boundaries and be carried in the books of another entity. The work already done by the hundreds of GK workers in Remarville contributes to the added value. "Added value" means the monetary value of a finished house is higher than the total monetary value of the raw materials used. To arrive at a proper and equitable value, Remarville has to be valuated. At a minimum calculating net present value at an acceptable interest rate should be done.

This is similar to a company in a hostile takeover. The one taking over must remunerate the stakeholders of the other. FFL, if it wants to take over the Remarville project, must remunerate GK for the value of the project. GK will then have the reponsibility of returning the money to the contributing country, or if the country so wishes, to divert it to another project of similar value.

The only other alternative is when GK, with the consent of all the stakeholders, turns the project over to FFL without any remuneration. In this case, the stakeholders would have given their unequivocal consent for FFL to take over.

What is not acceptable in a society under the rule of law is when a new project team forcefully takes over a project without regard to the accountabilities. GK, in the spirit of harmony, may have allowed FFL to take over Remarville. But this does not absolve GK of its accountabilities. Moreover, FFL, in such a hostile takeover, has a clearly declared intent to assume the project without assuming the obligation to pay back GK (and thus the givers of funds) for the value of Remarville. But there is no such thing as a free ride.

GK cannot obviously carry FFL projects in its books. Bottom line: Unless FFL justly remunerates the fund givers (through GK) the proper amount, its actions are prejudicial to the rights of the stakeholders and are illegal.

If we in CFC strive for more transparency in our governance, the issue of financial accountability in Remarville should be resolved. GK should valuate the project and invoice FFL for the amount. FFL must pay GK the project value. Only then will all the rights to Remarville accrue to them. Only then can they rightfully call it the Restoration Village. GK can then resolve its accountabilities to the fund givers.

Otherwise, we should pursue legal redress to force FFL to cease and desist.

FFL can ask GK to consider it as a "project beneficiary". But GK gives houses to people not whole projects to its bitterest critic. FFL can also negotiate to become a GK partner. But even if GK would agree, FFL would still have to pay for it.

So, from what I understand, Remarville has both CFC and FFL supporters. And now they are trying to eradicate the CFC supporters so that this village can proceed as pure FFL.

This sounds like ETHNIC CLEANSING to me. The FFL leaders remind me so much of Yugoslav dictator Milosevic

CFC GLOBAL FILES CASE AGAINST CFC FOUNDATION, INC./CFCFFL

It is with some regret that we bring to the community's attention that CFC Global filed a case with the Court of Appeals against Couples for Christ Foundation Inc. (CFCFI) and the Securities and Exchange Commission (SEC). CFC Global has also petitioned the Court of Appeals to issue a temporary restraining order (TRO) or a preliminary injunction to stop both CFCFI and the SEC from implementing said order. However, the Court of Appeals has not issued such TRO or injunction. This means that the SEC order remains in full force and effect, and that there is no legal obstacle whatsoever to our use of the names/acronymns "CFCFI," "Couples for Christ", "CFC", or even "CFC-FFL".

We have explained in a previous circular that the SEC order allowing the use of the CFC Foundation, Inc. name, as well as the latest Vatican letter of Cardinal Rylko allowing both communities to exist in any diocese in the world (provided the Bishop of the place authorizes it), would have settled the issue of the use of the name "CFC," both from a pontifical standpoint and the legal sense. In truth and in fact, CFCFI /CFC-FFL now has primacy over the use of the name because of its "prior right" and earlier use of the name "Couples for Christ."

Our Servant General has gone on record that in view of both the Vatican and the SEC accreditations for and in favor of CFCFI/CFC-FFL, we had plans of just letting the issue pass and allow a peaceful co-existence of both communities to subsist. But now that CFC Global has placed us anew on the defensive, and chose the legal arena at the appelate level, we are left with no other option but to comply with the requirements of the law by defending the position of CFCFI. This we are constrained to do with much hesitation and regret because our brethren at CFC Global have chosen a different path.

To all CFCFI members, we issue a call for restraint and sobriety and most of all, more prayers that both communities will choose the more Christian attitude of "beating their swords into plowshares" and peacefully co-exist with love and joy in our hearts.

WOW! Another big issue against our bothers and sisters in FFL. I just read "Romans 12:9-21 about MUTUAL LOVE,so I am really having difficulty and struggling to react on this issue about "THE INTERNATIONAL CFC GK VILLAGE". As a CFC member and strong supporter of GK here in Canada, I am sure some of our donations went to the "INTERNATIONAL CFC GK VILLAGE". It pains me so much to know how brutal and cruel FFL leaders and members would just grabbed and claimed existing CFC/GK projects after separating. Why can they not start their own? For goodness sake, please don't bother us anymore, we are going forward peacefully. If you have waken up from your nightmares and you want to join us again, please do so, you are all welcome back brothers and sisters. If not please at least wake up and go forward. We Love you brothers and sisters.

You are seeing the clear handwriting on the wall, that is why you are pre-empting me and the regular FFL followers into capitulation to, or acceptance of your defeat.

I sense you have been BEDEVILLED from the start, Mister. Your appeal seems to lack clout and strength, as it lacks humility and sincerity.

Why don't you quote the letter from Cardinal Rylko as well as the date it was written? This will be fair to all concerned, no?

We sense you have a lot to explain in terms of reviving the long-revoked CFCFI inasmuch as you must prove that you are the PARTY IN INTEREST.

bro. pancho please enlighten us on this remarville issue. i'm sure you still have that goodness in your heart. i've seen you work so hard to help our poor brothers and sisters. pls don't let this thing continue.

spare the innocent and poor brothers and sisters who have long dreamed of having a home for their family and finding some hope of achieving it in a community like CFC (or FFL if you want!). this is so unlike you pancho..so un FFL (if you want again).

settle the issues like men and not like childish boys playing around with other peoples' lives..this is not the way to restore but a way to destroy..

we're builders you and me..and we don't just build for money now but for the love of God with the talents He has given us.

don't do this to your self. worse don't do this to our helpless brothers and sisters!!

YES BROTHER, THAT WAS THEIR CONCEPT OF SPIRITUAL RESTORATION, WHERE THEY DIDN'T HAVE TO CONSTRUCT A "CORPOREAL" OR MATERIAL VILLAGE OF THE POOR. ALL THEY HAVE TO DO IS TO PROVIDE OR BREATHE THE FFL AND PADILLA SPIRITS INTO AN EXISTING GK VILLAGE AND CLAIM IT TO BE SPIRITUALLY RESTORED (OF COURSE AFTER SOME EVANGELISMS AND BESO-BESO BY THEIR 'FFL SISTERS' WHO ARE CLOSER KAY GOD).

Brother TE, I believe you’ve got it right and wrong, from our (CFC) and FFL’s perspectives, relative to this very bone of contention: IS FFL CFC OR NOT? Two comments away from your post, Solid quotes the “harried” general letter from FFL informing that CFC formally charged it in the appellate court re the use of the CFC name (I sense the letter expresses some anxiety or capitulation).

From our practical point of view, FFL IS NOT CFC, FFL DOES NOT BELONG TO CFC. I do not know the legalisms involved when SEC accorded FAP and FFL (I assume this was so) proprietary right to the corporate name of CFC Foundation, Inc. May their “takeover” of GK Remarville be considered as a natural course of taking possession of what righteously belonged to it? I wonder, though if they could also assume possession of the ”GK model” which was introduced long after CFCFI was dead or inactive.

As the Remarville controversy heats up, it is good to know that something else is also cooking: the formal charge of FFL by CFC-IC in the Court of Appeals.

This time, FAP and FFL are on the defensive. The CFC steamroller has finally moved. So much for ploughshares, in the meantime. All rough corners and surfaces must be flattened.

Ang sabi ng kaibigan at brod ko, si J. Junia ay dating member ng CFC subalit sumama siya kay Pancho L. Tan at sa iba pang kaibigan niya ng humiwalay sa CFC si SG. Kaya, I doubt kung CFC pa si J. Junia sapagkat nagsabi siya at ang asawang si Belen na sasama sila sa FFL last year.

Eh bakit naman dini-deny ng FFL na kasama nila si J. Junia ngayon at namomomroblema si Jun sa Remarville. Aba, ay malaking puhunan din naman ang nilagak daw ni Jun para makuha ang mga properties diyan para maibenta sa mga beneficiaries. Totoo ba lahat ito? Please, sana mai-explain ni J.unia o kaya ay ni Pancho ang masalimuot na mga deals dito sa International Village na promoted ni SG nuong siya ay FAP pa lang ng CFC. Kawawa kasi ang mga CFC members na beneficiaries dito.

The title gives too much undeserved credit to Frank for actually building the CFC Int'l Village. I suggest that you change it to something like: "The GK Village That Frank Now Covets."
